ORIGINAL EXPLAINER: WAIT. WE VOTED FOR A $47M REC CENTER AND GOT WHAT INSTEAD?
THE QUESTION
What is the total cost of the Pflugerville Downtown East project, including land acquisition and road, water and sewer development, new traffic lights, and expansion of Main Street to service the project?
THE SHORT ANSWER
The City has described the planned cost of Downtown East as approximately $223 million, with more recent reported estimates placing it between $230 million and $235 million.
But we cannot yet confirm that this represents the full public cost.
The published total covers the major Phase One construction components, including City Hall, The Monarch recreation center, a parking garage, and much of the on-site infrastructure. It is not yet clear whether it includes every land purchase, off-site road and intersection improvement, traffic signal, utility project, professional-service contract, financing expense, and other cost incurred to make the development possible.
WHY SHOULD I CARE?
Residents cannot evaluate whether Downtown East remained within budget unless they know what the budget includes.
If related expenses are recorded under separate land, road, utility, legal, engineering, or capital-improvement accounts, the project can appear to stay within its announced budget while the total public investment continues to grow.
MAKE IT MAKE SENSE
The major publicly approved components include:
- City Hall: approximately $86.9 million
- Downtown East civil infrastructure: approximately $34 million
- Parking garage: approximately $18.2 million
- The Monarch recreation center: a separate major construction agreement
- Plaza, promenade, retail space, parking, utilities and related site improvements
The $34 million infrastructure agreement includes the Main Street extension from Railroad Avenue to FM 685, a bridge over Gilleland Creek, utility infrastructure, internal roads, a trail connection, a parking area, and portions of the central plaza and promenade.
That tells us some road, water, wastewater and site-development costs are already counted within the announced project budget.
However, other costs require further reconciliation, including:
- Acquisition of the original project site
- Additional property and right-of-way purchases
- Traffic signals and intersection improvements
- Improvements outside the formal project boundary
- Early planning and feasibility work
- Legal, engineering and owner-representative services
- Financing and bond-issuance costs
- Future amendments, change orders and additional appropriations
- Public money committed through PCDC or the tax-increment reinvestment zone
For example, the City separately approved property acquisitions connected to Downtown East, including approximately 0.3212 acres near Meadow Creek Drive for up to $342,082. Records also show another acquisition involving approximately 2.56 acres near East Pecan Street, but the searchable agenda record does not disclose the payment amount.
The City has also planned intersection work near the development. We still need to determine which traffic improvements are included in the Downtown East total and which are funded through separate capital projects.
WHAT HAPPENS NEXT?
A complete answer requires a single accounting that begins with the earliest Downtown East planning expenses and identifies:
- Every expenditure connected to the project
- The account and funding source used
- Whether the expense is included in the reported project total
- The amount approved, committed and actually paid
- Any outstanding construction or financing obligations
Until that reconciliation is completed, the most accurate conclusion is:
Downtown East’s reported cost is approximately $230 million to $235 million, but the project’s full public cost has not yet been established in one complete, publicly available accounting.
PublicSense has submitted an extensive Public Records request from the City of Pflugerville regarding the Downtown East development project. We will provide an update once the request is fulfilled and we’ve had the time to analyze the documents for the answers we seek.
